Ioulianos 4 was vir gloriosissimus, apo hypaton, patrikios and logothetes of the stratiotikon; he was one of the laymen who attended the Third Council of Constantinople (the Sixth Ecumenical Council) in 680 and 681; he attended only those sessions at which the emperor himself was present (sessions one to eleven and eighteen, from 7 November 680, to 16 September 681) and is named fifth of the laymen present on those occasions: Riedinger II 2. 14, line 24, 26, line 25, 36, line 6, 46, line 29, 160, line 27, 170, line 20, 180, line 24, 190, line 21, 262, line 21, 278, line 21, 400, line 21, 752, line 20 (= Mansi XI 209, 217, 221, 229, 317, 321, 328, 333, 380, 388, 456, 625). He is styled Ἰουλιανοῦ τοῦ ἐνδοξοτάτου ἀπὸ ὑπάτων πατρικίου καὶ στρατιωτικοῦ λογοθέτου: Riedinger II 2. 14, line 24, etc. (= Mansi XI 209, etc.); the old Latin version printed in Riedinger II 2. 15, line 23, etc. (= Mansi XI 210, etc.) calls him "Iuliano glorioso exconsule patricio et militari logotheta".
