Ioannes 23 was bishop of Thermitana (Thermae Himereae) in Sicily; he was one of the hundred and twenty-five Western bishops who attended the Council of Rome at Easter 680, and who subscribed the decree condemning monotheletism: Riedinger II 2. 146, lines 22-24 (= Mansi XI 303-304) (Ἰωάννης ἐλάχιστος ἐπίσκοπος τῆς ἁγίας ἐκκλησίας εἰς τὰ Θερμιτάνα τῆς ἐν Σικελίᾳ; the old Latin version printed in Riedinger II 2. 147, line 17, calls his see "sanctae ecclesiae Thermitanae prouinciae Siciliae").
