Gislebert 1 was bishop of Noviodunum (Noyon, in Francia); he was one of the twelve bishops from Francia sent by Charlemagne and Carloman (Karoulos 1 and Karoulomannos 2) to attend the Council of Rome in April 769; they were all chosen for their knowledge of Scripture and the canon law (see text cited under Ado 2): Lib. Pont. 96. 17 ("Gislabertus, episcopus civitate Noviomensis"). He is named thirteenth and last in the list of bishops from Francia (the list contains thirteen names, though the text before the list says that the number of bishops sent was twelve in number).
