Fulrad 1 was an abbot in Francia; in late 753 or early 754 he and the Frankish dux Rothard 1 were sent by Pepin (Pepin 1) to the monastery of St Maurice (at Agaunum) to meet pope Stephen III (II) (Stephanos 8) and escort him and his party to meet Pepin 1: Lib. Pont. 94. 24 ("coniunxerunt in praedicto venerabili monasterio Fulradus abbas et Rotardus dux directi a sepefato Pippino excellentissimo Francorum rege"). The party set out from Ticinum (Pavia) on 15 November 753 (cf. Stephanos 8). Archpriest and abbot of the monastery of St Denis, he was apparently present when pope Stephen III (II) anointed Pepin 1 and his sons Carolus (Karoulos 1) and Carlomannus (Karoulomannos 2) as kings of the Franks (early 754): MGH, Scr. Rer. Mer. I, p. 465 (a note written in 766/767 at the end of a manuscript of Gregory of Tours by a monk of St Denis) ("in beatorum praedictorum martirum Dionisii, Rustici et Eleutherii aecclesia, ubi et venerabilis vir Folradus archipresbiter et abbas esse cognoscitur"). In 756, after the Second Treaty of Pavia, Pepin 1 sent his adviser, the abbot and priest Fulrad ("suum consiliarium, id est Fulradum, venerabilem abbatem et presbiterum"), to receive the cities which Aistulf 1 agreed to surrender to the papacy; he met the envoys of Aistulf 1 and went to Ravenna and the cities of Pentapolis and Aemilia and took hostages and received the keys of the gates; then he went to Rome accompanied by dignitaries from the cities and with the keys, which he delivered to the pope, together with the donation drawn up by king Pepin 1: Lib. Pont. 94. 47. The cities in question are listed in Lib. Pont. 94. 47 as follows: "Ravenna, Arimino, Pensauro, Conca, Fano, Cesinas, Sinogalias, Esis, Forumpopuli, Forumolivi cum castro Sussubio, Montefeletri, Acerreagio, Montelucati, Serra, castellum sancti Marini, Vobio, Orbino, Callis, Luciolis, Egubio, seu Comiaclo; necnon et civitatem Narniensem, quae a ducato Spolitino parti Romanorum per evoluta annorum spatia fuerat invasa". On the list see Duchesne, Lib. Pont., p. 460, n. 51. He was consulted by pope Stephen III (II) when Desiderius (Desiderios 3) sought to become king of the Lombards in succession to Aistulf 1 and asked the pope for support; he accompanied the papal envoys (Paulos 49 and Christophoros 26) who visited Desiderios 3 in Tuscia and obtained a signed promise from him to fulfil his undertakings to the pope: Lib. Pont. 94. 49 ("Fulrado venerabile presbitero et abbate atque consiliario christianissimi Pippini Francorum regis"). He also joined Desiderios 3 with some fellow Franks to give him support against Ratchis 1 and arranged for Roman troops also to help, if necessary: Lib. Pont. 94. 50 ("Fulradus venerabilis abbas cum aliquantis Francis in auxilium ipsius Desiderii"). The date was early in 757.
