Elias 24 was a protospatharios and the addressee of a letter from the patriarch Photius (Photios 1), written between April 862 and April 866; he had obtained relief from a tax burden (τῆς βαρυτάτης φορολογίας ἀπαλλαγείς): Photius, Ep. 16 (I 67 Laourdas-Westerink) (addressed Ἠλίᾳ πρωτοσπαθαρίῳ). Still protospatharios, he was the addressee of a further letter from Photius probably in November 869, containing moral advice: Photius, Ep. 121 (I 160 Laourdas-Westerink) (addressed Ἠλίᾳ πρωτοσπαθαρίῳ). At some date while protospatharios he was also in office as droungarios of the ploïmon, and he received a third letter from Photius, also containing moral advice: Photius, Ep. 197 (II 96 Laourdas-Westerink) (addressed Ἠλίᾳ πρωτοσπαθαρίῳ καὶ δρουγγαρίῳ τοῦ πλοΐμου) (of uncertain date).
