Elias 2 was bishop of Ikonion in Lycaonia; in 692 he attended the Quinisext Council in Constantinople, where he signed the canons: Ohme, Bischofsliste, p. 148, no. 32 (= Mansi XI 992) (Ἠλίας ἐλάχιστος ἐπίσκοπος τῆς Ἰκονιέων μητροπόλεως τῆς Λυκαόνων ἐπαρχίας).
