Binkentios 1 was bishop of Forum Livii (in Flaminia, N. Italy); he was one of the hundred and twenty-five Western bishops who attended the Council of Rome at Easter 680, and who subscribed the decree condemning monotheletism: Riedinger, p. 158, lines 22-23 (= Mansi XI 315-316) (Βικέντιος ἐπίσκοπος τῆς ἁγίας ἐκκλησίας Λιμένσου; the old Latin version printed in Riedinger, p. 159, line 20, calls him "Uincentius episcopus sanctae ecclesiae Libiensis").
