Bernulf 1 was bishop of Würzburg; he was one of the twelve bishops from Francia sent by Charlemagne and Carloman (Karoulos 1 and Karoulomannos 2) to attend the Council of Rome in April 769; they were chosen for their knowledge of Scripture and of canon law (see text cited under Ado 2): Lib.
