Anonymi 23 were representatives (τοποτηρηταί) and messengers who delivered letters from the eastern patriarchs to the patriarch Photius (Photios 1) at Constantinople and then returned bearing a letter to the same patriarchs from Photios 1 (in 866/867): Photius, Ep. 2, lines 283ff., 317 (I 49, 51 Laourdas-Westerink).
