Andreas 19 was bishop of Kidyessos (Kidestos, Kedisosos) in Phrygia Pacatiana; in 787 he attended the Second Council of Nikaia (the Seventh Ecumenical Council) and is attested at the fourth and seventh sessions, on 1 October and 13 October 787; he perhaps attended the last five sessions, from 1 October to 23 November 787: Mansi XIII 148-486. In the list of those present at the seventh session he is styled Ἀνδρέου ἐπισκόπου Κιδεστοῦ (sic): Mansi XIII 372. Elsewhere he is styled Ἀνδρέας ἐπίσκοπος Κηδισωσοῦ (sic): Mansi XIII 148. The Latin versions, at XIII 147 and XIII 371, respectively read: "episcopus Cedisosi"; and "episcopo Cidestensium". The see was probably Kidyessos. It was in Phrygia Pacatiana and the name "Kidyessos" approaches most closely to the texts in Mansi. Cf. also Ramsay, Historical Geography, p. 139. At the fourth session he subscribed the statements read out from the Fathers in support of the veneration of icons: Mansi XIII 148. His name is not recorded among those who subscribed the statement of the faith adopted by the Council at the seventh session, but he attended that session and the omission is probably accidental, due to a defect in the text.
