Andreas 9 was bishop of Mnizos in Galatia Prima; in 681 he attended the Third Council of Constantinople (the Sixth Ecumenical Council) and was present at the last eight sessions (sessions eleven to eighteen, from 20 March to 16 September): Riedinger II 2. 406-826 (= Mansi XI 460-676). In the subscriptions to the statement of the faith, which condemned monotheletism, and to the Council, he is styled Ἀνδρέας ἐλέει Θεοῦ ἐπίσκοπος πόλεως Μνιζοῦ τῆς πρώτης τῶν Γαλατῶν ἐπαρχίας or similar: Riedinger II 2. 788, line 22, 826, line 20 (= Mansi 648; 676), and cf. Riedinger II 2. 742, line 8 ("Andreas misericordia dei episcopus civitatis Mnizi"). In the lists of those attending each session he is styled Ἀνδρέου ἐπισκόπου Μνίζου: Riedinger II 2. 406, line 1, 518, line 23 (= Mansi XI 460, 521, etc.). Still bishop of Mnizos in 692, he attended the Quinisext Council in Constantinople and signed the canons: Ohme, Bischofsliste, p. 155, no. 90 (= Mansi XI 996) (Ἀνδρέας ἐλέῳ Θεοῦ ἐπίσκοπος τῆς Μνιζινῶν πόλεως πρώτης τῶν Γαλατῶν ἐπαρχίας).
