Andreas 7 was bishop of Celeia in Istria; he was one of the hundred and twenty-five Western bishops who attended the Council of Rome at Easter 680, and who subscribed the decree condemning monotheletism: Riedinger II 2. 154, lines 21-23 (= Mansi XI 311-312) (Ἀνδρέας ἐλάχιστος ἐπίσκοπος τῆς ἁγίας ἐκκλησίας Κελαιάνης ἐπαρχίας Ἰστρίας; the old Latin version printed in Riedinger II 2. 155, calls him "Andreas episcopus sanctae ecclesiae Celeianae prouinciae Istriae").
