Stephaons 19 was bishop of Verinopolis in Galatia Prima; in 681 he attended the Third Council of Constantinople (the Sixth Council of Constantinople) and was present at the last eight sessions (sessions eleven to eighteen, from 20 March to 16 September): Riedinger, pp. 404-827 (= Mansi XI 460-677). In the subscriptions to the statement of the faith, which condemned monotheletism, and to the Council, he is styled Στέφανος ἐλέει Θεοῦ ἐπίσκοπος τῆς Βηρινουπολιτῶν πόλεως (so Riedinger, p. 788, lines 26-27 (= Mansi XI 648); Riedinger, p. 827, line 32 (= Mansi XI 677) reads Βηρινουπόλεως) τῆς πρώτης τῶν Γαλατῶν ἐπαρχίας (so Riedinger, p. 788, lines 26-27 (= Mansi XI 648): Riedinger, p. 827, line 32 (= Mansi XI 677) reads Γαλατίας πρώτης): Riedinger, p. 788, lines 26-27, p. 827, line 32 (= Mansi XI 648, 677). In the lists of those attending each session he is styled Στεφάνου ἐπισκόπου Βηρινουπόλεως or similar: p. 404, line 31, p. 518, line 22, etc. (= Mansi XI 460, 521, etc.).

Still bishop of Verinopolis in 692, he attended the Quinisext Council in Constantinople and signed the canons: Ohme, Bischofsliste, p. 155, no. 92 (= Mansi XI 996) (Στέφανος ἀνάξιος ἐπίσκοπος Βηρινουπόλεως τῆς πρώτης τῶν Γαλατῶν ἐπαρχίας).
