Papatzys 1 was ruler of the Khazars at Phanagouria, where he represented the khagan of the Khazars (Anonymus 176): Nic. Brev. de Boor 41, Mango 42 (unnamed, ὁ ἄρχων τῶν ὁμοεθνῶν), Theoph. AM 6196 (Παπατζύν, τὸν ἐκ προσώπου αὐτοῦ (of the khagan) ἐκεῖσε ὄντα at Phanagouria). Papatzys 1 was a close friend of the exiled emperor Justinian II (Ioustinianos 1); he and Balgitzis 1 received instructions from the khagan of the Khazars (Anonymus 176) to murder Ioustinianos 1; Ioustinianos 1 learnt of the plot and killed him: Theoph. AM 6196, Nic. Brev. de Boor 41, Mango 42. The date was 698/705, in the reign of Tiberios III Apsimar (Tiberios 2), who persuaded Anonymus 176 to try and kill Ioustinianos 1.
